- Biography Bill Murlin has performed folk music in the Northwest for 53 years. He is a former folk music DJ with KBOO radio, Portland. Bill Rose is a former member of the Seattle Labor Chorus. Jim Portillo is a member of the Seattle Folklore Society concert committee. The Unpaid Bills met 15 years ago and decided they would sing humorous songs about money, little realizing how contemporary the topic would become.
